Abstract

Based on O’Sullivan’s (2021) Comprehensive Learning System, this study aimed to facilitate the delivery and assessment of the 2022 Revised National English Curriculum by developing a framework for competency-based instruction and assessment in English. To achieve this, the study first analyzed the USA’s competency-based foreign language curriculum and its supporting online system, LinguaFolio, as a reference. This was followed by an analysis of the content structure of Korea’s 2022 Revised National English Curriculum. The analysis identified four main components of teaching content: competency, area, delivery medium, and sub-categories of competency (i.e., knowledge and understanding, process and skills, values and attitudes). To systematically integrate these components into teaching and assessment, the study proposed frameworks for lesson and test design, accompanied by examples. Additionally, further recommendations were made for developing an online system to support instruction and assessment.
